VACANCY – PHARMACIST COORDINATOR POSITION

1. Organization Background

Alight (formerly the American Refugee Committee) works with its partners and the people it serves to co-design and deliver human-centered programs that help displaced and crisis-affected populations rebuild meaningful lives. In Rwanda, Alight implements health, nutrition, protection, and livelihoods programs in collaboration with UNHCR, MINEMA, and other partners. The overall goal of Alight’s Rwanda Program is to improve the wellbeing and self-reliance of displaced refugee populations from eastern DRC and Burundi by ensuring the provision of essential services — including healthcare, nutrition, HIV/AIDS prevention, and livelihoods — supporting economic recovery in refugee camps and transit centers in Rwanda.

2. Purpose of the Position

The Pharmacist Coordinator will lead the implementation of standardized pharmaceutical supply chain management processes to ensure the effective and timely delivery of drugs and medical supplies to Alight health facilities. The position requires adherence to Ministry of Health (MoH), World Health Organization (WHO), and Alight’s Standard Operating Procedures (SOPs) for all aspects of pharmaceutical supply chain management — including procurement, storage, stock management, temperature control, and quality assurance.

The coordinator also serves as a technical advisor, providing pharmacological guidance, capacity building, and mentorship to pharmacists, nurses, storekeepers, and program staff while promoting accountability and continuous improvement across all Alight pharmacy operations.

3. Key Responsibilities

Program & Technical Leadership

  • Develop, review, and ensure adherence to Alight’s Pharmaceutical Supply Chain SOPs through participation in technical working groups and health clusters.
  • Provide technical guidance and mentorship to field pharmacists and other staff on proper drug storage and MoH compliance.
  • Lead the implementation of pharmacy improvement initiatives across all Alight-supported health sites.
  • Serve as interim pharmacist in field locations when required (e.g., during staff absence or leave).

Training & Capacity Building

  • Organize and facilitate training sessions (including online modules) on pharmaceutical and inventory management.
  • Build staff capacity on quantification, pharmacovigilance, and rational drug use.

Monitoring & Compliance

  • Conduct regular supervision visits to monitor compliance, stock management, and temperature control.
  • Oversee proper drug storage conditions and ensure regulatory compliance with Alight and MoH standards.
  • Review and validate monthly stock and consumption reports from field sites.

Supply Chain & Procurement

  • Approve drug purchase and supply requests in line with Alight supply chain policies.
  • Provide quantification, consumption analysis, and re-order guidance to prevent stock outs.
  • Liaise with MoH’s Pharmaceutical Task Force to ensure compliance with national regulatory updates.

Reporting & Coordination

  • Submit consolidated monthly reports to the Operations and Logistics Manager, Finance controller and program coordinator.
  • Provide technical input for donor reporting and internal audits.
  • Collaborate with finance and procurement teams to align supply chain activities with budgets and plans.

4. Qualifications and Experience

Education

  • Bachelor’s degree or higher in Pharmacy from an accredited institution.
  • Active pharmacist license as required by Rwandan law.
  • Additional certification or training in supply chain management is an advantage.

Experience

  • At least 7 years of professional experience in pharmacy or medical supply chain management, preferably in humanitarian or public health settings.
  • Proven knowledge of drug interactions, pharmacovigilance, and cold chain management.
  • Experience in contract documentation, budgeting, and reporting.

Skills & Competencies

  • Excellent leadership, mentorship, and communication skills.
  • Strong analytical and problem-solving abilities.
  • High degree of integrity, accountability, and attention to detail.
  • Proficiency in inventory tracking systems (IMS) and Microsoft Office applications.

5. Language Requirements

  • Fluency in English (Level C) and Kinyarwanda required; French is an asset.
  • Excellent writing and interpersonal communication skills.

6. Physical Requirements

  • Ability to sit, stand, bend, and walk intermittently for 7–10 hours daily.
  • Must be able to lift and carry up to 15 kilograms.
