Job Summary: The Head of Operations provides strategic and operational leadership to ensure the efficient, compliant, and customer-centric functioning of all operational areas of Sager Ganza MFI. This includes branch operations, cash and treasury management, deposits and loan processing, customer service delivery, and operational risk management. The role ensures that operations are aligned with BNR regulations, internal policies, and the institution’s strategic objectives.
Key Responsibilities
- Strategic and Operational Leadership
- Develop and implement the institution’s operational strategy and annual work plans in line with the overall business plan.
- Ensure all operational processes support the SGM’s strategic goals, service quality standards, and financial sustainability.
- Lead initiatives aimed at digitization, automation, and process reengineering to enhance efficiency and data accuracy.
- Support management in developing and rolling out new deposit and credit products tailored to customer needs.
Branch Network and Service Delivery Management
- Supervise and provide leadership to all branch managers to ensure consistency, productivity, and quality of service.
- Monitor branch performance against set KPIs (deposits, loans, recovery, customer service, and cost efficiency).
- Ensure strong cash flow management and liquidity monitoring across all branches.
- Coordinate logistics for branch setup, relocation, or closure, ensuring operational readiness and compliance.
- Promote financial inclusion and customer satisfaction through service quality improvement initiatives.
Deposit and Cash Operations
- Oversee deposit mobilization, cash handling, and teller operations to ensure accuracy and compliance with cash limits.
- Ensure robust internal controls in deposit management, daily reconciliation, and reporting.
- Monitor interest rates, liquidity positions, and ensure compliance with BNR’s prudential guidelines.
- Coordinate with Finance to ensure proper treasury management and branch funding.
Credit Operations Oversight
- Supervise loan processing, disbursement, and recovery operations to ensure adherence to credit policies.
- Ensure proper loan documentation, security perfection, and accurate data capture in the core banking system.
- Work closely with the Credit and Risk departments to maintain portfolio quality within acceptable PAR thresholds.
- Oversee recovery follow-ups and support in legal recovery processes when necessary.
Compliance, Risk, and Control
- Ensure that all operational activities comply with BNR regulations, AML/CFT laws, and institutional policies.
- Strengthen internal control mechanisms to minimize operational risk and financial loss.
- Follow up on audit findings and ensure timely implementation of corrective actions.
- Participate in the Operations, Risk, and ALCO Committees to ensure operational soundness and liquidity stability.
Technology and Systems Management
- Oversee the effective use and maintenance of the core banking system and other operational technologies.
- Ensure system controls are effective and aligned with operational and security policies.
- Collaborate with the IT department to drive digital financial services (push and pull services, mobile banking, agency banking, etc.).
People and Performance Management
- Supervise, mentor, and evaluate the performance of branch and operations staff.
- Promote teamwork, accountability, and continuous improvement across branches.
- Identify capacity gaps and lead training programs for operational excellence.
Reporting and Communication
- Prepare and present operational performance reports to the CEO and Board Committees.
- Ensure timely submission of regulatory operational reports to BNR.
- Coordinate effective communication between branches, head office departments, and management.
Qualifications and Experience
- Bachelor’s degree in Business Administration, Finance, Economics, Banking, or related field.
- Master’s degree or professional certification is an added advantage.
- Minimum of 10 years of experience in the financial sector, with at least 5 years in a senior management of a deposit-taking microfinance institution or bank.
- Proven understanding of BNR Microfinance Regulations, Prudential Norms, and AML/CFT requirements.
- Experience in deposit mobilization, branch operations, and digital financial services.
- Familiarity with core banking systems and MIS reporting tools.
Key Competencies
- Strong leadership, analytical, and decision-making skills.
- Excellent knowledge of operational and compliance frameworks for DTMFI
- Ability to manage multiple branches and teams efficiently.
- Customer-oriented mindset with proven service excellence achievements.
- High integrity and sound judgment.
- Strong IT literacy (MS Office, Core Banking Systems, digital platforms).
- Fluency in English and Kinyarwanda (French is an added advantage).

- Loan portfolio quality (PAR ≤ 5%).
- Customer satisfaction and service delivery turnaround.
- Branch performance and compliance rating.
- Timely submission of reports to BNR and Management.
