    Background

    The National Paralympic Committee of Rwanda (NPCR) is the umbrella body responsible for promoting, coordinating, and developing sports for persons with disabilities in Rwanda. NPC Rwanda works to ensure equal access to sports for persons with disabilities, in line with national and international standards, including those set by the International Paralympic Committee (IPC).

    NPC Rwanda key achievements and future sports program

    The National Paralympic Committee of Rwanda has achieved significant milestones in advancing para-sports nationally and regionally. In 2004, Jean de Dieu Nkundabera made history by winning Rwanda’s first-ever Paralympic medal (a bronze) in the men’s 800m T46 at the Athens Paralympic Games. Rwanda’s Women’s Sitting Volleyball Team stands out as the most successful in Africa, having qualified for three consecutive Paralympic Games: London 2012, Rio 2016, Tokyo 2020 and Paris 2024 and clinching multiple African championship titles, establishing themselves as pioneers of the sport in the region. Additionally, NPC Rwanda has played a key leadership role in para-sports development across East Africa.

    The National Paralympic Committee of Rwanda (NPC Rwanda) implements a wide range of programs and activities aimed at empowering persons with disabilities through sports. A key focus is on talent identification and development, working closely with schools, rehabilitation centers, and local district Paralympic Sports committees to discover and nurture athletes with disabilities. Additionally, NPC Rwanda collaborates with various partners to improve the accessibility and inclusivity of sports infrastructure across the country. Through robust awareness and advocacy efforts, including school outreach, public campaigns, and events, the Committee promotes the rights and inclusion of persons with disabilities in all spheres of society.

    To strengthen its impact, NPC Rwanda maintains strategic partnerships with the Ministry of Sports and other government institutions, as well as National and International stakeholders, including NGOs, the private sector, and development agencies, to support Paralympic sports and advance disability inclusion. NPC Rwanda oversees and manages several para-sports disciplines,

    such as sitting volleyball (for both men and women), athletics (track and field), powerlifting, goalball, wheelchair basketball basketball, Boccia, Football for the deaf, and the emerging sport of para-taekwondo, Wheelchair Tennis, Para-Badminton. These sports provide inclusive platforms for athletes to showcase their abilities and represent Rwanda at regional and international levels.

    Looking ahead, NPC Rwanda is committed to increasing the participation of women and youth with disabilities in sports, reinforcing organizational governance and transparency, and promoting inclusive education, health, and livelihood through sport. The Committee also aims to support elite athletes in preparing for and qualifying for major global competitions, including the Los Angeles 2028 Paralympic Games and beyond. Through these continued efforts, NPC Rwanda envisions a more inclusive society where sports serve as a powerful tool for empowerment and equality.

    In line with our strategic plan to enhance the technical capacity and performance of Rwandan para-athletes nationally and internationally, NPCR seeks to recruit a qualified and experienced “Sports Technical Director”.

    Purpose of the Role

    The Sports Technical Director will be responsible for the strategic planning, development, coordination, and implementation of all technical and programmatic aspects related to para-sport in Rwanda. This includes overseeing athlete development programs, sports projects, coaching standards, competition preparedness, and resource mobilization for technical and sports development initiatives.

    Key Responsibilities

    Technical Leadership & Program Management

    • Develop and implement the national para-sport technical strategy aligned with NPC Rwanda’s strategic objectives and IPC standards.
    • Oversee talent identification and athlete development programs across different regions of Rwanda.
    • Supervise and enhance the capacity of coaches, classifiers, and technical staff through continuous training and development.
    • Coordinate the technical preparation and participation of athletes in national and international competitions.
    • Strengthening the collaboration with the Ministry of Sports in different aspects, including the preparation of the national teams and sports development.
    • Always focus and lead the classification process in collaboration with relevant experts and in compliance with IPC standards.
    • Monitor, evaluate, and report on the performance of athletes, teams, and coaches.

    Project Development and Resource Mobilization

    • Design, develop, and implement inclusive sports development projects targeting persons with disabilities at grassroots and elite levels.
    • Identify funding opportunities and prepare project proposals for local and international donors, development partners, and corporate sponsors.
    • Coordinate with NPC Rwanda leadership to mobilize technical and financial resources for para-sports programs.
    • Establish and maintain partnerships with stakeholders, including government institutions such as the Ministry of Sports, NGOs, the private sector, and international sports bodies, to support the growth of para-sports.
    • Ensure alignment of sports projects with donor priorities, national sports policies, and disability inclusion frameworks.

    Collaboration and Advocacy

    • Work closely with national federations, district Paralympic sports committees officers, and disability organizations to promote Paralympic sports.
    • Advocate for the inclusion of persons with disabilities in mainstream sports development initiatives.
    • Support awareness campaigns and inclusive sports events that promote the rights and visibility of para-athletes.

    Required Qualifications and Experience

    • Bachelor’s degree in Sports Science, Physical Education, Project Management, or a related field. A Master’s degree is an added advantage.
    • Minimum of 5 years’ experience in sports development, program management, preferably within disability or Paralympic contexts.
    • Proven experience in developing and managing sports-related projects and securing donor funding.
    • Solid understanding of disability inclusion and the International Paralympic Committee’s and other affiliated organizations’ structures and regulations.
    • Demonstrated leadership, communication, and stakeholder engagement skills.
    • Fluency in English and/or French.
    • Strong report writing, proposal development, and presentation skills.

    Duration and Terms

    The position will be offered on a one-year renewable contract, subject to performance and availability of funding.
