Background
The Rwanda Ministry of Health (MoH) and the Rwanda Biomedical Centre (RBC) are committed to strengthening the capacity of healthcare professionals through continuous training and capacity-building initiatives. A wide range of training materials have been developed and are accessible via the MoH’s eLearning platform (https://elearning.moh.gov.rw/), aiming to enhance the knowledge and skills of health workers.
To ensure these materials are relevant, engaging, and aligned with current health priorities and digital learning standards, MoH/RBC— in collaboration with UNICEF—seeks to recruit a qualified external consultant to convert existing paper-based training materials related to public health emergencies (e.g., Word documents, PowerPoint presentations, and PDFs) into interactive, multimedia eLearning content. This includes the integration of videos, graphics, animations, simulations, voiceovers, transitions, and other visual and audio enhancements to improve the learning experience and user engagement.
The digital learning content will support continuous professional development for a wide range of healthcare workers and other allied health professionals.
In line with this commitment, the Rwanda MoH, in collaboration with UNICEF, is procuring tablets to be distributed to healthcare workers in various health facilities across the country. These tablets will play a crucial role in reinforcing disease surveillance and data collection. To maximize their utility, there is a strategic initiative to install the MoH eLearning platform on these devices, enabling healthcare workers to access training materials seamlessly from their workplaces. This integration will further enhance their ability to deliver high-quality care through continuous learning and professional development.
This initiative aligns with national health priorities and digital transformation efforts, ensuring that healthcare professionals have the tools and resources necessary to provide quality services to the population.
Purpose of Activity/Assignment:
The purpose of this Terms of Reference (ToR) is to recruit a qualified consultant who will be responsible for converting paper-based training materials (Word, PowerPoint, PDFs) into engaging, interactive multimedia content, including videos, graphics, images, animations, simulations, transitions, voiceovers, and other effects to enhance the learning experience.
Key Tasks:
Content creation
The consultant will oversee dissecting the course, developing a storyboard, breaking the course down into multiple videos per chapter, identifying matching icons for visual animations and other enhancement features.
In addition, the consultant will submit quality assured videos of the course with a focus on grammar, context, and structure/flow. This will require experience developing learning modules for health professionals.
Courses to be updated are:
- IDSR Training modules
- EBS Training modules
- PoE screening modules
- e-IDSR system modules
- VHF surveillance modules
- Flue surveillance modules
- Cholera surveillance and case management modules
- Foodborne illness surveillance and case management modules
- Introduction to one health modules
- Zoonotic diseases surveillance modules
- Antibiotics and one health approach modules
- Develop inception report and storyboards for 12 e-learning courses
- Draft e-learning courses (including video) for the 12 assigned training modules in English and Kinyarwanda
- Finalize e-learning modules, installed on tablets, and develop implementation plan
Deliverables/Outputs:
Payment 1: 20%
- Inception report detailing the methodology and work plan. To be completed by 31 August 2025
- Visual storyboards for each course outlining the scenes, transitions, and key visuals. To be completed by 31 August 2025
Payment 2: 30%
- Word-to-word script recordings aligned with the outlined video structure.
- Edited videos with integrated visuals, graphics, animations, simulations, effects, including measures for accessibility.
- Complete digitized courses in full resolution, accompanied by all relevant files, with the timeline for each deliverable negotiated at the project’s outset.
Payment 3: 50%
- Implementation plan including a summary of the digitization and suggested strategy/schedule for rolling out the e-learning.

Duration and Location
The consultancy will be for 4 months from August 2025 to November 2025, and the consultant will work from home.
Selection Criteria
Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.
Successful candidates in technical evaluation will have their most competitive, all-inclusive financial proposals evaluated too.
To qualify as an advocate for every child you will have…
- An advanced university degree (master’s or higher) in Health Education, Educational Technology, Instructional Design, Communication, Media, or Film Production, Graphic Design / Visual Communication and or any related discipline.
- Having over 8 years’ experience in eLearning and Multimedia Development: Expertise in creating user-friendly eLearning materials and converting text-based materials into interactive multimedia content, including videos, graphics, animations, and simulations.
- Health Education and Content Design: Strong understanding of public health topics (e.g., disease surveillance, MNCH, NCDs) and experience designing training modules for healthcare professionals.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
