The National Child Development Agency (NCDA) of Rwanda, established in 2020 through the merger of the National Commission for Children and the National Early Childhood Development Program, is a public institution mandated to coordinate and promote integrated child development, protection, and welfare from conception through early childhood. Based in Kigali, the NCDA works across sectors—including health, nutrition, education, protection, and sanitation—to combat malnutrition, prevent stunting, and ensure holistic growth and learning. Through flagship initiatives such as Tubakuze and Tubarerere Mu Muryango, and tools like the national parenting guidelines, early learning and development standards, and an integrated child development dashboard, the agency supports parents, caregivers, and communities in building a strong foundation for every child’s physical, cognitive, and emotional development, thereby contributing to Rwanda’s long-term human capital growth.
